Jefferson County’s Initiative 1A, which wants to keep excess funds over the TABOR (Taxpayers Bill of Rights) limit, is too much too late. Unless the voters approve, no governmental entity may keep funds over the TABOR limit and the excess must be returned to the taxpayers. This money includes grants, awards, and state grants. As was admitted to me by a county commissioner; had the county just asked us to let them keep these essentially non-taxpayer funds five years ago, the county would likely not need to ask us to keep excess tax money at this time. Because the county commissioners did not, in my opinion, do their fiduciary duty and plan ahead, we are now being asked to submit to what amounts to approximately an 18% tax increase over the next seven years. Doesn’t it appear that there are other ways to increase funds without a direct tax increase? I plan on voting no on this matter.
